    "content": " Mr. Temporary Deputy Chairman, Sir, I propose an amendment to the New Clause 2E(1) by seeking to insert the word \"public\" immediately after the word \"or\" so that it reads \"all public establishments shall seek to represent\" and in Clause 2E(2) introducing the word \"public\" immediately after the word \"no\"; so that it reads \"no public establishment\". I would want to persuade my colleague that it is not constitutionally tenable to force private enterprises or individuals to recruit people on the basis of ethnicity. That should be left to public enterprises and I gave an example of impracticability of enforcement. Imagine a tea estate in Kericho being told that it has to have a mix from all over the country whereas that enterprise which maybe a private firm owned by a person is in a location where the labour is only available locally. I beg to move that amendment."
