    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the Bill be amended by inserting immediately after Clause 44 thereof the following New Clause 45:- Parties to a Proceeding 45.(1) The complainant and the respondent are parties to a proceeding in respect of a complaint referred to in Section 33. (2) The Minister shall not be a party to a proceeding in respect of a complaint referred to the Commission unless it has been joined as a party to the proceedings by the Commission"
