    "content": "Secrecy of certain information 53(1) No person shall, either directly or indirectly, make a record of, disclose or communicate to any person any information to which this section applies unless it is necessary to do so for the purposes of, or 3718 PARLIAMENTARY DEBATES November 27, 2008 in connection with, the performance of a function or duty or the exercise of a power under this Act or any other law. (2) Subsection (1) applies to every person who is or has been- (a) a member of the Commission; (b) the Commission Secretary; (c) a member of staff of the Commission; and, (d) any other person acting under the authority of the Commission (3) This section applies to information concerning the affairs of any person that is or has been obtained by a person to whom this section applies- (a) in the course of performing functions or duties or exercising powers under this Act; or (b) as a result of another person performing functions or duties exercising powers under this Act. (4) A person who contravenes Subsection (1) commits an offence and is liable to a fine of one hundred thousand shillings or to imprisonment for a term of six months or to both."
