The Customs and Excise Act section 90 of is amended in Section 90 by Cap.472 inserting the following proviso immediately after subsection (2)- Provided that the Commissioner may license a person to manufacture plastic bags of not less than- (a) 10 microns, if satisfied that such bags are for export; or (b) 20 microns, if satisfied that such bags are for industrial use"
