    "content": "Mr. Temporary Deputy Chairman, Sir, I do not know whether the Minister has been able to consult with the Attorney-General on the interpretation. The legal opinion we have, as a Committee, is very different from what the Minister is saying. If you look at Section 3 of the Provisional Collection of Taxes and Duties Act, it limits the duration of the Minister's orders. As soon as Parliament passes the Bill and there is a difference between the provisional tax rate and what Parliament has passed, which we have just done, then inevitably, there must be a refund if the amount of tax that we have altered is lower than what he has been collecting through the Provisional Collection of Taxes and Duties Act. The law is very clear. If you look at Sections 3 and 4 of that Act, it clearly interprets when the effective dates are supposed to be."
