    "content": " Mr. Speaker, Sir, I beg to reply. (a) As the term implies, a district hospital is meant to be a referral centre for each district. For Naivasha District where Gilgil Sub-District Hospital is, the Ministry's priority is to upgrade Naivasha District Hospital. However, facilities at Gilgil Sub-District Hospital will also be enhanced to improve services for the population. (b) To cope with serious emergencies on the Nakuru-Nairobi Highway, the Ministry is in the process of setting up an emergency response centre in Naivasha District Hospital, and the Provincial General Hospital in Nakuru. In the long-term, Gilgil Sub-District Hospital will also be incorporated in the emergency response grid through construction of a casualty, a theatre and a surgical ward since it already has a standard laboratory and X-ray facilities. In the mean time, the facility will be linked to Naivasha and Nakuru through an effective referral system."
