He can actually move in, notwithstanding the court proceedings, because he is not bound in taking executive decisions on the basis of proceedings to which he is not a party. Given the time it takes, why can he not move in and effect the registration of this piece of land notwithstanding the case that is in court because he is not a party to the proceedings?"
