    "content": "Mr. Speaker, Sir, any sub-division that is undertaken without the sanction of the Commissioner of Lands cannot be proper and legitimate. In the past, there has been a lot of malpractices where public utility land which had been vested in the hands of the local authorities was used by some elements in the local authorities to give to individuals who eventually use it for purposes of speculation. However, I want to assure the hon. Member for Embakasi Constituency that if he has any specific cases involving sub-division of land which is described as public utility, then he should come to my office and I will deal with it appropriately. We are not allowing such sub-divisions to take place at all."
