    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 14 of the Bill be amended by inserting the following new subclause immediately after subclause (2)— “(3) Any person who contravenes subsection (1) shall be guilty of an offence and shall be liable on conviction to a fine not exceeding one million shillings or to imprisonment for a term not exceeding three years or to both and, in the case of a continuing offence, to a fine not exceeding one hundred thousand shillings for every day or part thereof during which the offence continues after conviction.”"
