    "content": " Mr. Temporary Deputy Chairman, Sir, on behalf of the Ministry of Finance, I really do not want to have altercations with my friend, the Chairman of the Departmental Committee on Finance, Planning and Trade. The remarks I made in relation to Clause 39 also apply to Clause 43 which is that this amendment came from the Kamkunji where it was quite clear that those who attended the Kamkunji were determined to ensure that this clause is not part of the law. It is exactly for the same reasons that I gave that I have handed this amendment over to the other side so that they can move it. I cannot move this amendment. My conscience pricks; it bleeds. So, I do not want to argue any more because it is not a contest between me and the Chairman of the Departmental Committee."
