It is true that a similar Question was brought here, and that time it was answered by the Ministry of State for Provincial Adminstration and Internal Security. They gave a different answer because it touched on the recruitment of drivers from ASAL areas, in particular Turkana. Now the same Government has brought another answer to a similar Question and said they relax rules. I am seeking your ruling on this point of the same Government giving different answers to the same Question."
