    "content": "Mr. Deputy Speaker, Sir, I would like to draw the attention of hon. Members to the fact that standards in the Public Service are going to go up. They are going up so fast that even drivers will have to operate small equipment to enable us trace where they are. So, a certain level of literacy is essential, and an attempt to lower standards is not appropriate. I have said that the right training will be given. Where we do not have recruits with the basic requirements, we will, at least, put in place a crash programme to train them to achieve the standards. But let hon. Members not seek lower standards. Thank you."
