    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 69 of the Bill be amended- (a) by deleting the word \"licensed\" appearing in Subclause (1) and substituting therefor the word \"Sacco\"; (b) by inserting a new subclause immediately after Subclause (2) as follows- (3) All disputes arising out of Sacco business under this Act shall be referred to the 3506 PARLIAMENTARY DEBATES November 13, 2008 Tribunal. Mr. Temporary Deputy Chairman, Sir, this is in line with our proposal under Clause 27 where it is stated that appeals to the Minister should be discontinued and passed on to a tribunal to save the Minister such litigations that may come his way in future."
