(a) The Ministry has allocated Kshs5.2 million for routine maintenance of the Busia- Malaba Road, referred to as C43, during the Financial Year 2008/2009. (b) The road has not been captured in this financial year's Development Estimates for upgrading to bitumen standards. However, under the Roads Sector Investment Programme, which is currently under preparation, and is expected to be completed by the end of this year, the Ministry will come up with a priority list of roads to be upgraded to bitumen standards, following a laid- down criteria, which will include, among other things, the economic rate of return and security consideration. I am highly considering to put this road on this list. (c) Some Class D, E and unclassified roads in the country have been tarmacked and not some Class C roads, because of their high vehicle traffic volume and also because of their importance for security reasons."
