    "content": "Mr. Temporary Deputy Speaker, Sir, I am not satisfied with the answer that the Assistant Minister has given, especially where he has indicated that the Ministry has allocated Kshs5.2 million. This is inadequate because that road is in a terrible state. However, I would like him to clarify whether some Class D, E, F and other unclassified roads have been tarmacked leaving out Class C roads, because the Ministry does not have clear guidelines on classifying roads or allocating money to them."
