    "content": " Just to clarify one issue, it has just been pointed to me that, indeed, when Mr. Mututho gave notice, the Speaker did make a ruling on it. He denied Mr. Mututho the opportunity on the basis that there exists a Committee of this House that deals substantively with the issue. So, there is a decision of the Speaker when Mr. Mututho gave notice. That has been brought to my notice by the Office of the Clerk of the National Assembly. Mr. Omingo!"
