"content": "(Mr. Omingo): Mr. Temporary Deputy Speaker, Sir, I stand to support this very critical Motion. When we were growing up, courtesy of the environmental, climatic and eco-system changes, the human beings we used to see were a little taller than I am. But due to the high levels November 12, 2008 PARLIAMENTARY DEBATES 3395 of pollution that we experience in the modern world, things have changed. Rivers are drying up at a faster rate than we expect. The rainfall pattern is actually changing. Nowadays, you can never predict when to plant like in the past, when we could anticipate rainfall. Consequently, famine looms in our modern world. Mr. Temporary Deputy Speaker, Sir, I want our leadership to be sincere and give the political will to this Bill. We may not have our cake and eat it. We must compromise and embrace the spirit of give and take in the interest of long-term benefits that may accrue from the passage of this Bill. The biggest problem with us - and I stand to be corrected - is that all of us work at cross purposes. We want to plant trees and conserve our forests, but the Ministry of Energy has made it impossible for the poor person to access modern free cooking gas. So, we end up cutting trees from the same forests because people must cook with fuel wood. Consequently, the climatic conditions have been affected to the extent that we do not have sufficient food. The people whom we lead are becoming poorer and malnourished. The medical bills in the Ministry of Health have sky-rocketed. If we were working in tandem with each other, some of the issues we are seeking to address would compliment each other, and we would grow to be a better nation. Mr. Temporary Deputy Speaker, Sir, I have been to the modern world. I stayed in the United States of America (USA) for one-and-half weeks. I never had an occasion---"
