"content": "(Mr. Omingo): Mr. Temporary Deputy Speaker, Sir, last month, while on a tour of the USA, I lived in Washington DC for one-and-half weeks. I never saw the need to polish my shoes. I want to share the sentiments made by Mr. Mututho that in this town, we do not know the pollution levels that we inhale every time we walk around in town; to the extent that we are \"walking corpses\". It is possible today for the Ministry of Agriculture to work with the Ministry of Health and the Ministry of Environment and Mineral Resources, to embrace the use of modern agricultural techniques that remove carbon from the environment. However, again, we are slow in doing so. We are actually late in embracing that technology. However, it is better late than never. Mr. Temporary Deputy Speaker, Sir, I want to plead with the political class in this country to appreciate the fact that, as we politic, we need our health. There are children we are going to leave behind. We are embracing modern techniques of co-existence, including in the area of farming, but we are not addressing the issue of pollution. In the area I come from, there is River Gucha, which was a big river. However, today, due to environmental pollution and deforestation, the water levels of that river have gone very low. That is a threat to humanity. I was worried when I heard my colleague from Naivasha - a very knowledgeable man in environmental science--- I did not know what his reading was--- But he said that the water levels in the seas are rising, and that the sky-scrapers that we are sitting on could sink with us. That is, indeed, a terrible thing to imagine. This Bill should, therefore, be given support. I believe everybody here will give it support. We need to address the environmental catastrophe that we are facing. Let us not wait until it happens. We can do it. I know that we cannot do it in isolation. The world is a global village, but we must do our bit as others do their bits. So, as the first world addresses the issue, we, in the developing world, should not embrace what they are doing by allowing them to use our region as part of dumping ground for their waste products. We need to take a position, as a nation. As a 3396 PARLIAMENTARY DEBATES November 12, 2008 nation, we need to take our position. This is a plea; when we are saying this, let us mean it. This is not an issue of the Government, Mr. Michuki, the Opposition or Mr. Magara! It is an issue of the nation of Kenya and the world at large. Without wasting time, we needed to pass this Motion yesterday. I beg to support."
