    "content": "Mr. Deputy Speaker, Sir, I have listened to the Assistant Minister answering this Question, and I am tempted to ask him some questions. Before the Ministry decides to upgrade a college into a constituent college of a university, does it conduct proper feasibility study to know whether it will have personnel in place and formalise the university before it even admits students? It is really terrible if students who were admitted in the 2007/2008 Academic Year are yet to report. The Assistant Minister has said that they will have to wait until January, 2009.
