"content": "Mr. Deputy Speaker, Sir, to be honest with the hon. Member, we are a signatory to the UNHCR Convention, which means that we cannot, at any one time, force anybody, who may have declared himself a refugee, from any country to come back to this country. We believe that Kenya is a peaceful country, and that anybody who may wish to come back home is welcome. We always welcome them back. The only small addition I want to make is that Uganda still holds a number of Kenyans who fled the country as a result of the post-election violence. As a result of that, during the peak of the violence, the number rose to about 12,000. But, as a result of the changes and after the negotiations on the Grand Coalition, things, of course as your are aware, improved and the number has declined to only 1,800, and we are still persuading them to come back home. I think those Kenyans who may want to come back home are free to do so. Thank you."
