"content": "Mr. Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Minister for Information and Communications concerning the prolonged interference with the mobile phone signals particularly for Safaricom around the Naivasha area. For the better part of last month and early this month, residents of Naivasha town and its environs particularly Gilgil, Kariandusi, Eburu Hill, Moriendat and Kabati among others, had experienced difficulties using their mobile phones. The problem seems most pronounced on the safaricom network. Indications are that the cause may be a nearby transmitter. As a result, many residents in this area have gone without this vital service and that naturally results in loss of revenue to the Government and could also have implications in security and job security for some Kenyans. Arising from the above, first, I wish to ask the Minister if the Government has identified the cause of this problem and what they are doing to address the problem. What steps are they taking to identify and rectify the problem? Secondly, whether the cause or causes were accidental or deliberate and why it seems to be affecting only one of the mobile phone service providers. If it was deliberate, has the Government identified those responsible and what action is the Government taking against them? Finally, what steps does the Government intend to take to forestall a repeat of similar problems both within Naivasha and elsewhere in the country?"
