    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the Bill be amended by inserting the following new clause immediately after Clause 13— 13A (1) The Board may co-opt such experts and consultants as may be necessary to assist in the discharge of its functions; (2) The Board may establish such committees as may be necessary for the performance of its functions and may, subject to the provisions of this Act, delegate powers conferred on it to such committees."
