But, just to mention, the policy of affirmative action was specifically designed to try and accommodate places in the rural areas where people were not \"cutting the mark\". What we did was to set up certificate training courses in Garissa, Lodwar and Kabarnet as bridging courses. We have not yet been able to extend to other areas as the hon. Member is requesting us to do but definitely, we will take that suggestion seriously. Obviously it is a long term planning thing. But, yes, I take the suggestion seriously."
