    "content": "Thank you, Mr. Deputy Speaker, Sir. I am really surprised to hear the Assistant Minister say that the money collected from applications from very poor Kenyans is Kshs18 million. He has also said that, that amount is subsidised. It is a shame that, as a country, we can subject those poor Kenyans in the rural areas. You can imagine how many hens or chicken they can sell to raise Kshs1,000 for the application. Could the Ministry assure this House that only those applicants who are successful will be charged the fee of Kshs1,000 and waive for the others who are not successful? Thank you"
