    "content": " Mr. Deputy Speaker, Sir, on behalf of the Ministry of Finance, I beg to move that The Finance Bill be now read a Second Time. Mr. Deputy Speaker, Sir, first, allow me to thank the hon. Members for the support they have continued to extend to the proposals announced during the last Budget. My Ministry fully appreciates this support which we believe demonstrates the importance this august House attaches to the Budget as an instrument for promoting development of our nation. The Budget for the year 2008 was formulated against the backdrop of a growing economy which made it possible to make good progress in many of the social indicators, for instance, the free primary school education programme which we started to implement in 2003 and increased enrolment at this level by nearly 1.4 million children. These are children who would have missed the opportunity to attend school and the chance of improving their lives."
