    "content": " Mr. Deputy Speaker, Sir, first of all, it is unfair for Dr. Khalwale to say that I have been avoiding to issue a Ministerial Statement. I have not avoided. I cannot avoid my responsibilities. I have been travelling and now, I am back. I would like to seek your guidance. This matter is before a Committee of this House, the Foreign Relations and Defence Committee. Indeed, yesterday, I appeared before the Committee and engaged in exchange of views on the same issue. I think under our Standing Orders, the matter is stopped from being discussed on the Floor of the House until the Committee concludes its findings and brings the report to the House. If you direct otherwise, I can bring a Statement. But I think I am right in quoting the Standing Orders."
