    "content": "Mr. Deputy Speaker, Sir, wind is a resource in northern Kenya. Secondly, the people of northern Kenya have communal land: They do not have individual land parcels with title deeds. I want to know what the Government policy is to ensure that the resource, being the wind, in northern Kenya as well as communal land, which the people have to give up for the establishment of the wind pumps, will be compensated for by these private investors, I know there are three or four companies that have been doing feasibility studies in northern Kenya with the aim of putting up wind pumps."
