    "content": "Mr. Deputy Speaker, Sir, before we give a licence, the first step is for those companies to negotiate with the individual communities through their local authorities and have an agreement under which they can be in a joint venture; they can agree that when the project is fully operational, whatever proceeds will accrue will assist the community. Alternatively, they can agree on a purchase agreement of the site through the local communities. Immediately they do that, they provide us with the necessary information, so that we can provide them with the necessary requirements to proceed."
