    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 31 be amended by re-numbering the clause as Subclause (1) and inserting the following Subclauses:- (2) The Committee of Experts shall involve non-state actors in the delivery of civic education. (3) The provincial administration shall co-operate with and provide support to the Committee of Experts and non-state actors providing civic education on the draft Constitution. Mr. Temporary Deputy Chairman, Sir, the idea is to mandate civil society in the running of civic education and to obligate both the Committee of Experts and provincial adminstration to corporate with civil society and members of this nation in running civic education programme.
