    "content": " Mr. Temporary Deputy Chairman, Sir, I beg to support the amendment and say that it is in line with the guiding principles of this Bill. In particular, the guiding principle captured in Clause 5(D), which is to ensure that the review provides the people of Kenya with an opportunity to actively, freely and meaningfully participate in generating and debating proposals to review and replace the Constitution. I want to commend the Committee for its ingenuity. We needed this clarity in the way the participation will be structured to guarantee inclusion of all shades of opinion. I beg to support."
