"content": "Mr. Deputy Speaker, Sir, having known the Minister for some time, I can assure you he was not involved in the planning of this budget. I say so because in the first place, there was hardly any money given for irrigation and I know he is the one in charge of planning. He could have provided money for irrigation. Since February, this Parliament has been discussing about fertiliser and we lack it in the eastern part of this country. We do not even get seeds. This year in Eastern Province we did not get seeds and yet this is our rainy season. I am just curious about the planning bit involved and that is why I am saying that I do not think the Minister was involved in the planning."
