    "content": " Mr. Deputy Speaker, Sir, I think the procedure in the Commonwealth is that the Government tables its proposal. It is for the House to adopt or reject them. But it is a procedure that a Minister, who is an hon. Member of the Government, must have the sanction of the Cabinet before transacting any business. Having said that, Mr. Deputy Speaker, Sir, both the Legislature and the Executive have a duty to guide this country in all the situations. I would like to appeal, through you, to hon. Members to take time and read the report. It is in the public domain. Let us not react without reading it. We asked for this report. We have got it. All it is asking for is investigations. I do not think any hon. Member opposes investigations. The report has not convicted anyone! I need not go any further, Mr. Deputy Speaker, Sir,"
