It means that you can actually walk to the Government Press and buy a copy. Other than formally laying it on the Table, nothing stops Parliament, itself, as an institution, from informally buying copies for its hon. Members and availing them in an informal manner, so that hon. Members can have advance copies. That is all I am trying to state! Let Parliament act!"
