One can only, perhaps, blame it on the terrible traffic jam in Nairobi. Many of these answers are ready. This particular Question was supposed to be answered by the Assistant Minister, Office of the Deputy Prime Minister and Ministry of Local Government, Mr. Njeru Githae. I am sure he must be trying to get to this House. The matter of performance contracts is a completely different invention by the Member for Yatta."
