    "content": "Madam Temporary Deputy Speaker, finally, the Ministry proposed and lobbied for the creation of a Health Service Commission in the run-up to the enactment of the Constitution of Kenya. However, the proposals were rejected by the drafters and Kenyans. Service commissions are enshrined in the Constitution and to create one for the health sector requires a constitutional amendment. In this regard, as a Ministry, we believe that a Health Service Commission is desirable to address the unique needs of the health workers. However, this is a matter that is beyond the Ministry’s ability to occasion on our own. It requires the involvement of various stakeholders and the goodwill of Kenyans. In this respect, I do seek support from the House to ensure that the Health Service Commission is realized."
