    "content": "Madam Temporary Deputy Speaker, currently, Kenyans are being issued with passports in Kisumu, Mombasa and Nairobi. The Passport Office in North Eastern Province, particularly the one in Garissa, has already been established. Perhaps the Assistant Minister is not aware that there is an officer in Garissa. Apparently, he is not working. Could the Assistant Minister tell this House why they have opened an office in Garissa if it cannot be made operational for the residents of the region to access passports easily?"
