"content": "Madam Temporary Deputy Speaker, the people of North Eastern Province, where Garissa Town is the provincial headquarters, deserve services and this Government has made commitments to that effect. Only last week, the Minister in charge of internal security assured us that the police barrier on River Tana, as you enter Garissa, will be removed. I was there on Saturday and that barrier is still there. Is the Chair satisfied that the Assistant Minister can send personnel and they do not issue passports because they are still working on a strategic plan? Let me put it to the Assistant Minister that the reason why they are setting an office that is not operational is because this Government has a policy of discriminating against the pastoralists of northern Kenya. Could he confirm or deny that?"
