    "content": "(Mr. I.E. Mohamed): Mr. Temporary Deputy Speaker, Sir, first, I must thank the hon. Member for giving us the time. Because the time is very short, I just want to add to this beautiful idea. The first is to add is another criteria called equalisation. We know that this country has not developed in an equal pace for a variety of reasons, some of them Government policies like the Sessional Paper No.10 of 1965 which said we should develop high potential areas, with all the good intentions, so that it can propel development to other areas. That has led to unequal development. So, we need a fund initially that brings the whole country at par. I think this Motion should be moved to the constitutional level so that when we are reviewing the Constitution, we should entrench the spirit of this Motion in it. I also feel that in those areas that have been left behind for a long time, some funds should October 29, 2008 PARLIAMENTARY DEBATES 3103 be allocated that should be of greater interest to the whole nation. For example, we have had our trade with East Africa with 100 million, Ethiopia, which is land locked with 80 million, Sudan with 20 million and another 20 million from Somalia. If we only did three roads towards the north, the rest of the country will expand its economy in a big way. So, there has to be a special fund that is national in nature but also to be used to bring up those areas that have been left behind."
