That we are all consumers of oil is an obvious thing, but if you are in the business yourself or you are in a regulatory body, if have an interest that is not obvious, you had better declare that interest before you proceed on this. That does not necessarily mean that it eliminates your right to contribute on the same. But the Standing Orders are very clear; that you have to declare that interest. Can you declare if you have a non-obvious interest in this matter?"
