    "content": "Mr. Deputy Speaker, Sir, the delays in our court system is such that when it comes to hearing of cases, the cases being currently confirmed for hearing are for the year 2002 in the High Court and 2003 in the Commercial Court. This means that litigants have to wait for over six years before they can expect to get a hearing. It is commonly understood that justice delayed is justice denied. From the reasons being created, is it not apparent that there has been lack of proper planning to oversee the infrastructure that is needed to ensure that there is prompt hearing in the Judiciary?"
