    "content": "Mr. Deputy Speaker, Sir, I admit that the system is flawed and it needs urgent reforms. I, however, cannot undertake that no appointments will be made. The House's attention is drawn to the provisions of the Constitution. Mr. Deputy Speaker, Sir, I am not a member of the Judicial Service Commission. It is the Attorney-General who sits on the Judicial Service Commission. It is an independent body. We cannot stop them from going on but good sense would require that we reform the methods which we use to appoint judges because it is reform time rather than packing the High Court with officers and not getting the delivery of services that we are looking for."
