    "content": "Mr. Deputy Speaker, Sir, this Committee was formed in May, 2004. Nothing seems to be happening at the district level. That is why I am asking whether the Ministry is really committed to ensuring that things are happening at the district level. If you go through the Kenya Gazette Notice that established the Committee, you will find that it is a noble and a great idea; about fighting corruption. For example, to establish a framework for a nationwide campaign against corruption is a very noble idea. But nothing seems to be happening on the ground. Is there lack commitment on the part of the Ministry?"
