    "content": "Mr. Chairman, Sir, we had issues on Clause 10(c) regarding the involvement of Parliament in the nominating of the Eminent Africans. I think we need to get back to Clause 10(c). In 2(a), it is saying that the commissioners to be appointed under Sub-Section (b) shall be recommended by the Panel of Eminent African Personalities. The others shall be nominated by Parliament. Parliament will then forward the names to the President for appointment."
