    "content": "Mr. Chairman, Sir, I am surprised that we should want to delete this part of the proposed amendment, which seeks to provide that the secretary to the commission serves on a full- time basis. We have already amended the Bill to remove the provision that the chairman will supervise and direct the work of the commission. So, there is no supervisor or anybody directing the work of the commission. Now, we are saying that the secretary should not serve on a full-time. What kind of commission are we going to have? I think the secretary should serve on a full-time basis, if I am not mistaken."
