    "content": "Mr. Chairman, Sir, if you look at Clause 13(1), it reads:- \"There shall be a secretary to the Commission who shall be appointed by the Commission on such terms and conditions of service as the Commission may determine\". Then Clause 13(3) reads:- \"The secretary shall be the Chief Executive of the Commission and shall be responsible to the Commission for that listed number of issues\". If you look at the clause, we do not need to state that it is going to be a full-term."
