    "content": " Mr. Chairman, Sir, I want to begin by saying that Clause 34 has been wholly misunderstood as regards amnesty. The position in the proposed amendment is exactly and squarely identical to the position in the proposed Bill. Amnesty is not given. It is only a recommendation. The only reason I will accept this amendment is because I have seen further amendments that are more specific as relates to the victims' rights. But if you see the structure of the Bill, it is quite obvious that before they recommend, they will have heard everybody. But there is nothing wrong with the Bill being more specific. The Bill was also not granting blanket amnesty as has been suggested in many quarters. If you look at it, the spirit is exactly the same as this amendment. But I want to concede that further amendments as recommended by the Committee do strengthen the proposal for the recommendation for amnesty. I, therefore, welcome it."
