    "content": "Mr. Deputy Speaker, Sir, that is mainly because adequate resources are not allocated in subsequent budgets that come to this House. That has cost us many lives of people and a lot of property in that area. Mr. Deputy Speaker, Sir, it is very important for the Government to involve the local leadership to be able to be ahead of these problems. They need to forestal these conflicts, which have become a nightmare to residents of those places. Just yesterday, I was coming from Wajir, and there was a Kenya Air Force plane flying to Mombasa and then back to Nairobi. I asked myself: \"Why should this Air Force plane fly to Mombasa and then back to Nairobi, and not fly to Mandera, where there is a serious crisis?\" There is a mismatch of priorities by the Government. Unless we get our priorities right, we October 23, 2008 PARLIAMENTARY DEBATES 3015 will not be able to protect the lives of Kenyans, be they in Western Kenya or Northern Kenya or in the coastal part of this country. Mr. Deputy Speaker, Sir, I see this as a very important Motion. It will help the Government to, at least, identify what it should do, so that we can help save the lives of Kenyans that we are losing daily in those areas. With those few remarks, I beg to support."
