    "content": "Madam Temporary Deputy Speaker, I would like to thank the Assistant Minister, however, I concur with my colleagues that the Assistant Minister could do a better job with my question about BOT. The fact that this House passed the Sessional Paper No.1 and accepted the Japanese loan of Kshs16 billion does not mean that it cannot be reconsidered. This is a lot of money. If we find that we can still get people who can build the terminal on BOT terms, this money could be directed somewhere else. I would also like the Assistant Minister to clarify whether the site where the terminal is being built is the best under the circumstances. My reason for saying that is because I feel that the site where the terminal is proposed to be built will not bring any changes to the Port; at the moment the biggest problem is the off-take of cargo from the Port to upcountry because of the railways inability to perform. My question is: could that money, Kshs16 billion, be use on the second terminal at Dongo Kundu and not on the site where it is planned at the moment?"
