    "content": "Madam Temporary Deputy Speaker, let me thank the Deputy Prime Minister for his attempt to answer this Question. However, I would like to point out that he has completely hidden himself under the law, that is the Local Government Act, Cap.265, and the Public Procurement and Disposal Act, 2005. I believe that councillors are the elected representatives of the people in the various wards that they come from. They are really accountable to the people. Money from LASDAP is basically meant to alleviate poverty in our local authorities. In the absence of the councillors involvement in the allocation of this money, I want the Deputy Prime Minister to tell us the steps he is taking now to ensure that the interests of the people within the wards that the money is supposed to be given is taken care of. The chief officers of the local authorities have reduced councillors to mere beggars who only seek favours from them whenever they go to ask for a project to be implemented because they are not involved in this process."
