    "content": "Madam Temporary Deputy Speaker, first and foremost, the law is as it is now, is markedly unfair. I have, in the meantime, instructed that all processes and procedures must also be made available to the relevant committees of the council. It could be the Finance Committee or the ones involved in overseeing projects or programmes. This must be done and I have instructed the local authorities to do so. However, the right thing that must be done is to strictly amend the Public Procurement and Disposal Act and allow for the inclusion of these leaders in the tender committees."
